GAP Travel Insurance Question

Has anyone successfully submitted an insurance claim through Manulife Global? After a recent Mayan Aventure trip, my boyfriend and I got stuck in Mexico for three extra days due to flight cancellations related to Hurricane Irene which affected the New York area. We have called Manulife approximately ten times since our return and they have not sent through the forms we need to submit for reimbursement. I'm starting to wonder if it's some kind of scam?
