If someone has access to your luggage, then they might as well just take the whole bag...or use a knife/scissors to cut it open...
BUT locks are good at stopping fast fingered people from getting your stuff in a mili-sec, not that I'd ever use a lock like that on my luggage.

Locks exist to keep honest people honest. A determined thief is going to get into your bag unless it's solid metal and handcuffed to your wrist. A really determined thief will use bolt cutters to get the luggage off your wrist (if you're lucky) or something messier if you're not.
I don't take valuables such as jewellry on holidays with me, and everything else - passport, money, credit cards goes in the money belt or safe or whatnot.
